The regular meeting of the Danbury Township Board of Trustees held November 12, 2008 was called to order by the President, Ms. Dianne M. Rozak with Ms. Rozak, Mr. David M. Hirt and Mr. John C. Englebeck in attendance.
Visitor at the meeting was Jim Dress. Police Chief Mike Meisler was excused.
Approve Minutes Minutes of the October 22, 2008 regular meeting were approved as submitted.
Correspondence The following correspondence was received: Year end report of activity from the Sandusky River Watershed Coalition. Letter from Chris Thomas, director of government and media relations at Time Warner Cable acknowledging receipt of the township’s request for the addition of WKYC (NBC-Cleveland to the local programming and advising the request has been forwarded to the appropriate party within the company. Notice from Time Warner Cable of programmer agreements that are set to expire. Notification is required by law even though the majority of the agreements will be renewed without any disruption in service. Copy of the West Harbor Lagoons Assn. annual newsletter highlighting services provided by the township. Mistic Bay Point Blvd. The Board received a letter from the Trustees of West Harbor Landing subdivision regarding the condition of Mistic Bay Boulevard. Ms. Rozak agreed to notify the association that this road will be included on the annual road inspection with the County Engineer next February after which decisions will be made about 2009 paving projects.
2009 Contribution to Humane Society of Ottawa County Trustees received a request from Nancy Silva, Ottawa County Humane Officer, asking that the Board consider allocating a monthly donation to the Society in 2009. The Board has made annual donations of $500.00 in the past. Trustees agreed to appropriate a $1000.00 annual donation to the Humane Society in the 2009 budget. BWC PDP+ Program Mr. Hirt moved to sent a letter to the Ohio Bureau of Workers’ Compensation requesting that the township be dropped from the 2008 Premium Discount Program Plus and be reinstated for the 2009 PDP+ Program. Second by Mr. Englebeck. Vote: Mr. Englebeck-yes; Mr. Hirt-yes; Ms. Rozak-yes. Motion carried.
Deb Biro Appointed Accident Prevention Coordinator Mr. Hirt moved to appoint Deb Biro as Accident Prevention Coordinator to fulfill a requirement of the BWC PDP+ program. This is in addition to her position as assistant zoning inspector but not to exceed 30 hours per week total for both jobs. Second by Mr. Englebeck. Vote: Mr. Englebeck-yes; Mr. Hirt-yes; Ms. Rozak-yes. Motion carried.
Professional Design Services Trustees received qualifications from 17 architectural firms interested in designing a new administrative complex. The board will review the applications as the first step in ranking the top three.
Meadowbrook The Meadowbrook committee met recently and agreed it would like to have mulched trails created in the northern sector where paved trails would have been installed had the Recreational Trails Fund grant been received. Trustees will coordinate this activity with Mr. Dress.
Police Clothing Allowance A request was submitted by Chief Meisler for a police clothing allowance which would allow officers to purchase additional items such as tactical pans, polo shirts, t-shirts, etc. for training and callout use. Trustees agreed this request should be included with the Chief’s budget request for consideration in the 2009 appropriations.
Insurance Renewal Trustees received a renewal quote for property and casualty insurance with the Ohio Government Risk Management Program administered by Hylant Administrative Services in the amount of $22,484.00. This is the sixth consecutive year the premium has decreased. Ms. Rozak moved to renew the property and casualty insurance with the Ohio Government Risk Management Program in the amount of $22,484.00. Second by Mr. Hirt. Vote: Mr. Englebeck-yes; Mr. Hirt-yes; Ms. Rozak-yes. Motion carried.
Property Appraisal Trustees agreed it is not yet necessary to have another property appraisal done for insurance purposes since the most recent was accomplished in 2001 and annual increases have been implemented each year since.
Reschedule November and December Regular Meetings To avoid conflicts with the upcoming holidays, the Board changed the second meeting in November to Tuesday, November 25 and the second meeting in December to Tuesday, December 23.
Sign Cemetery Deed Trustees signed a cemetery deed to Opal Kuzma for grave 4 in Lot 50 and grave 5 in Lot 51, both in the 1st addition to Sackett Cemetery.
Approve October Financial Reports Mr. Hirt moved to approve the October financial reports as submitted by the Fiscal Officer. Second by Mr. Hirt. Vote: Mr. Englebeck-yes; Mr. Hirt-yes; Ms. Rozak-yes. Motion carried.
Approve Payment of Bills After examining the following bills in the amount of $126,851.57, Mr. Hirt moved that they be accepted and warrants for the various amounts be drawn. Second by Mr. Englebeck. Approve Payment to Bill's Implement Ms. Rozak moved to approve payment of check no. 33237 to Bill's Implement in the amount of $59.54 for supplies. Second by Mr. Englebeck. Vote: Mr. Englebeck-yes; Ms. Rozak-yes. Motion carried. Mr. Hirt abstained.
Approve Payment to Luckey Farmers Mr. Hirt moved to approve payment of check no. 33238 to Luckey Farmers, Inc. in the amount of $4,057.29 for gas and diesel. Second by Ms. Rozak. Vote: Mr. Hirt-yes; Ms. Rozak-yes. Motion carried. Mr. Englebeck abstained.
Zoning Reports Zoning reports were submitted listing a total of 20 permits processed during the month of October and 5 permits for the month of November to date.
BZA Hearings The Board of Zoning Appeals will meet at 6:30 p.m. November 19, 2008 to conduct hearings on the following applications: Application #185-08 by John Milhouse requesting an area variance to allow the expansion of a non-conforming structure in excess of 20% of the floor area contained in the original building at the time zoning was adopted for the purpose of constructing an addition at 221 Cedar Ave. in the “L” Lakeside district; and Application #186-08 by Harbor Bay Estates requesting a conditional use for a 30 unit condominium development on 4.598 acres in part of Harbor Bay Estates, Plat 1 in the “R-C” Recreational-Commercial district.
