President Dianne M. Rozak called the special meeting of the Danbury Township Board of Trustees to order at 12:00 noon, with Ms. Dianne M. Rozak, Mr. Charles B. Scott and Mr. David M. Hirt in attendance.

Fiscal Officer Shelley Seamon, Rita Mahler and Lisa Bruno attended also.

The purpose for the meeting was to appoint a Zoning Inspector.

Ms. Rozak moved to appoint Kathryn Dale to the position of zoning inspector.

Ms. Rozak read the following terms and conditions to which Ms. Dale accepted the position of Danbury Township Zoning Inspector.

Hire Date: November 2, 2011
• 3 weeks of vacation time after working for Danbury Township for one full year.
• Previous 9+ years of full-time public service will be transferred over to Danbury Township for the purposes of PERS, vacation and sick time.
• Any outstanding balance of sick time hours from City of Oxford will be credited as of the hire date (November 2, 2011) and will be available for immediate use. Danbury Township must be provided with a letter from the City of Oxford that states the amount of sick hours remaining.
• The Zoning Inspector schedule is 40 hours per week at the hourly rate of $23.00.
• A schedule of “office open hours” will be followed. Any remaining hours (up to 40) are to be used for ZC, BZA and trustee meetings, inspections, general work in the office and work as the "Local Business Planning and Development Coordinator".
• Every six months a payment of $2,500.00, (less applicable taxes) will be made for additional, non-reportable hours for work as the "Coordinator".
• In the coordinator position (above and beyond regular office hours) the employee (Kathryn Dale) will schedule her own hours to meet the needs of the position.
• The board and the employee (Kathryn Dale) will determine whether a non-accountable flat auto allowance or an accountable mileage log will be used.
• The township will pay the annual fee of $400 for Mrs. Dale’s American Institute Certified Planners AICP certification.
• Mrs. Dale will require some time off during the Christmas break but will be paid for actual hours worked during this period.
Mr. Hirt seconded the motion.

Before a vote occurred, Mr. Scott questioned the transfer of Ms. Dale’s sick time hours to Danbury Township.

Ms. Rozak explained that by law accrued sick time is transferrable and is paid then by Danbury Township. With regard to accrued vacation time and the 9+ years of full-time public services, the City of Oxford pays Ms. Dales accrued vacation time. The 9+ years of service are credited to PERS and Ms. Dale then earns 3 week’s vacation with Danbury Township after one year of employment. Mr. Hirt said that this procedure was followed when police officers were hired from the county. Ms. Dale will not qualify for longevity pay until she has completed 5 years of service with Danbury Township.

Mr. Scott said that personally, this did not make any sense to him, but he understood.

The vote was called. All voted yes. Motion carried.

Ms. Rozak moved to adjourn at 12:04 p.m. Mr. Scott seconded the motion. All voted yes. Motion carried.
