The special meeting of the Danbury Township Board of Trustees held September 6th, 2011 at 6:30 p.m. was called to order by President Ms. Dianne M. Rozak, with Ms. Rozak, Mr. Charles B. Scott and Mr. David M. Hirt in attendance. Also, present Fiscal Officer Shelley Seamon.

In attendance were Rita Mahler, John W. Smith, Lisa Bruno, Jodi Kopanski, and Martin Smith.

The purpose of the special meeting was to conduct the following business of the township. Approve final payments for the police station renovation project. Discuss the zoning inspector job description as well as setting times and dates to interview for the position. Schedule interviews for maintenance employees for the road superintendent position. Discuss the Reasonable Accommodation Request template and application form.
Final Payments for the Police Station Renovation
Fiscal Officer Shelley Seamon provided information regarding the final payment for Willson Builders. Ms. Seamon explained that currently the prevailing wage paid by the subcontractor who installed the parking lot at the police station was being verified. Ms. Seamon also explained that the hours worked on the payroll reports submitted by the subcontract that performed glasswork at the police were being reviewed.

Ms. Seamon informed the trustees, that she was working with Julie Waller at Willson Builders to clear up the matters with the subcontractors and was awaiting a determination from the state with regard to the prevailing wage rate for the repaving of the parking lot. Ms. Seamon then informed the trustees that once the matters were resolved payment would be released to Willson Builders, in the amount of $35,108.35.

Ms. Rozak moved and Mr. Scott seconded to approve warrant # 36,262 be drawn payable to Willson Builders in the amount of $35,108.35, with the stipulation that it is not sent until the matters involving subcontractor’s payroll reports are resolved.
Ms. Seamon informed the trustees that the final paperwork work for Transtar Electric was being reviewed by the Collaborative and was projected to be finalized next week, once Fritz Roberson is back from vacation.
Zoning Inspector Job Description
The trustees reviewed the changes previously made and the suggestions that were submitted by John W. Smith. Discussion occurred between the trustees and visitors in attendance. It was decided that Ms. Rozak would make the changes agreed upon by the board and prepare a final job description for the zoning inspector position. The trustees will take action to implement the zoning inspector job description at their next regular meeting.

Zoning Inspector Interviews
The trustees discussed that the township received forty-seven resumes for the zoning inspector position. Ms. Rozak said she had reviewed each of the resumes and compiled a list of whom she would like to interview. Mr. Scott and Mr. Hirt said they needed more time to review the resumes and compile their lists regarding who they would like to interview. The trustees discussed briefly the procedure they will use to compile a list of 10 candidates to interview and determine what questions will be asked to each candidate.

The trustees will hold an executive session after the conclusion of Comments & Concerns on Wednesday, September 14, 2011, to discuss which candidates they will interview for the appointment of a new zoning inspector for the township.


Road Superintendent Interviews
Mr. Scott reported that the testing administered by the Ottawa County Community Improvement Corporation was completed. Mr. Scott said he would provide Ms. Rozak and Mr. Hirt with a copy of the results.

Mr. Scott also reported that Jared Griffith and Brett Waldron would be applying for the position of Road Superintendent and interviews needed to be scheduled.

The trustees scheduled an executive session for Thursday September 15, 2011 to be held at the Danbury Township Hall beginning at 6:30 p.m. for the purpose of interviewing Jared Griffith and Brett Waldron for the appointment to the position of Road Superintendent.



Reasonable Accommodation Request
The trustees held a brief discussion regarding adopting a Reasonable Accommodation Request policy and the application to be completed for the request before taking the following action.

Ms. Rozak moved to approve the procedure, as well as the application for the reasonable request for residential ADA accommodations. Second by: Mr. Hirt. Vote: Mr. Hirt-yes, Mr. Scott, Ms. Rozak-yes. Motion carried.

The procedure and application adopted on September 6th, 2011 were as follows:

Danbury Township Zoning
1. Applicant must complete full township zoning permit application and pay application fee.
2. If a variance is required under Danbury Township Zoning regulations, the applicant must complete a Reasonable Request for Accommodation form. Medical verification supporting the request for accommodation is required.

3. The Danbury Township Board of Trustees shall waive the variance application fee and grant the variance. The procedure shall occur at the earliest regularly scheduled township trustee meeting immediately following receipt of an application for Reasonable Request for Accommodation.

4. By signing the Reasonable Request for Accommodation form the applicant acknowledges the project will only be constructed on the property where the applicant resides and that no variance will permit any construction in the road-right-of-way.

5. Applicant is required to obtain an Ottawa County building permit prior to commencement of construction.

6. This procedure is in force only for residential ADA applicants.

7. The effective date for this procedure is September 6, 2011.
