The regular meeting of the Danbury Township Board of Trustees held March 12, 2008 was called to order by the President, Ms. Dianne M. Rozak with Ms. Rozak, Mr. John C. Englebeck and Mr. David M. Hirt in attendance.
Visitors at the meeting were: Ted Kaznoch, Jim Dress, Chris Timko-Grate, Mike Meisler, Debra Griffin and Loretta Grentzer.
Approve Minutes Minutes of the February 27 special and regular meetings were approved as submitted.
Correspondence The following correspondence was received: Thank you from the Ottawa County Drug Task Force for the township’s recent donation. Thank you from Humane Society of Ottawa County for the township’s recent donation. Notice that the first of two required public hearings for the FY 2008 CDBG Program will be held April 1, 2008 at 1:30 p.m. in the Ottawa County Courthouse Assembly room. Communities and county agencies are asked to submit potential CDBG projects to the Ottawa Regional Planning Commission by May 16, 2008. To qualify, at least fifty-one percent of all beneficiaries must be low and moderate income or the project must aid in the elimination of slum or blighted conditions. Offer to Purchase and Move Todd House Trustees received an offer from Gayla Jo Taylor to purchase the Todd house for $25.00 and move it to her property which is adjacent to the house's current location. Mr. Hirt moved to accept the offer from Gayla Jo Taylor with the stipulation that the house must be moved by May 15, 2008 or the Board will proceed with having the structure demolished. Second by Mr. Englebeck. Vote: Mr. Englebeck-yes; Mr. Hirt-yes; Ms. Rozak-yes. Motion carried.
Ms. Rozak moved, that if the house is not removed from the property by May 15, 2008, to accept the bid from John Kosa Excavating to demolish the structure; and if the house is moved by May 15, 2008 to accept that portion of Mr. Kosa's quote for filling the cistern, septic system and foundation. Second by Mr. Englebeck. Vote: Mr. Englebeck-yes; Mr. Hirt-yes; Ms. Rozak-yes. Motion carried.
Property Surveys Ms. Rozak reported that a survey of the Nash property is currently being completed by BEC and of the Kihlken property by Feick Surveyors in preparation for land acquisitions by the township.
Sign for Meadowbrook Ms. Rozak is in the process of obtaining several estimates for a sign to be erected at Meadowbrook. This sign is required as an acknowledgement of the Ohio Public Works grant. Portable Restrooms for Meadowbrook Trustees agreed to provide a portable toilet at the Meadowbrook preserve from May 1 to November 1. Asphalt for Lakepoint Park Last fall Trustees discussed paving the approach to the parking area at Lakepoint Park, but tabled any further consideration until spring. Mr. Dress will obtain at least three estimates for the Board’s consideration.
Barnes – Leaf Pickup Following discussion at the last meeting, Mr. Englebeck reported that the Village of Marblehead obtains its paper leaf bags from Starcher Enterprises at a cost of $3.00 for a pack of 5 bags. Trustees agreed to proceed with the biodegradable plastic bags from Barnes Nursery at a cost of fifty-five cents per bag. Bags will be offered free of charge to township residents with a limit of 10 bags per person. Leaf drop off will be available during the month of April and again in the fall during the months of October and November.
LED Stop Sign Regarding the recommendation by Chief Meisler to erect an LED stop sign at the intersection of Danbury North and Bayshore Roads, Ms. Rozak reported that County Engineer Dave Brunkhorst said this is not a high crash incidence intersection and suggested the Board try police enforcement with the existing signs before going to the expense of an LED sign. Fiscal Officer Rhonda Botti Sowers asked if the township is authorized to erect a sign on a state road. Chief Meisler said it was Mike Stormer of ODOT who recommended an LED sign at this location but the state did not follow through with a sign. Trustees will have Chief Meisler contact Mr. Stormer to see if the township can be authorized to erect an LED stop sign at this intersection.
Nuisance Complaints As a result of a nuisance complaint filed by Vince Kelley, Mr. Hirt reported viewing the properties at 1591 and 1592 S. Marblewood. Both are rental properties. He contacted the owners of both homes. Mr. Shortridge, owner of 1592 Marblewood has agreed to correct the situation on his property. Mr. Hirt is still trying to contact the occupant at 1591 Marblewood.
Newsletter Trustees agreed to two additional items for the newsletter. The first is to let organizations know that the Board members are available to speak at meetings. The second is to announce that Ms. Rozak will conduct a mushroom hike at Meadowbrook on May 3.
Police Policy Ms. Rozak reported the proposed police policy has been reviewed by County Prosecutor Mark Mulligan who made several suggested revisions. These and several changes recommended by the Board will be incorporated before the policy is adopted by the Board.
Set Zoning Hearing The Board will hold a hearing at 6:30 p.m. March 26, 2008 at the Danbury Township Hall on application #012-08 for text amendments as initiated by motion of the Danbury Township Zoning Commission. The amendments apply to regulations regarding accessory structures.
Sign Cemetery Deed Trustees signed a cemetery deed to Pat Pace for graves 6 and 7 in lot 143 of the second addition to Sackett Cemetery.
Approve February Financial Report Mr. Hirt moved to approve the February financial report. Second by Mr. Englebeck. Vote: Mr. Englebeck-yes; Mr. Hirt-yes; Ms. Rozak-yes. Motion carried.
Approve Payment of Bills After examining the following bills in the amount of $34,853.71, Mr. Hirt moved that they be accepted and warrants for the various amounts be drawn. Second by Mr. Englebeck. Approve Payment to Luckey Farmers Ms. Rozak moved to approve payment of check no. 32508 to Luckey Farmers, Inc. in the amount of $3,217.90 for gas and diesel. Second by Mr. Hirt. Vote: Mr. Hirt-yes; Ms. Rozak-yes. Motion carried. Mr. Englebeck abstained.
Snow Plow Blade Mr. Hirt moved to give the 1978 snow plow blade which was previously declared surplus property to Portage Township for use as a spare. Second by Mr. Englebeck. Vote: Mr. Englebeck-yes; Mr. Hirt-yes; Ms. Rozak-yes. Motion carried.
Zoning Report Zoning reports were submitted listing a total of 6 zoning permits issued during the month of February and 1 permit for the month of March to date.
Comments/Concerns Loretta Grentzer commended the township road crew for the excellent job they do maintaining the roads. Mrs. Grentzer also stated the turnout at trustee meetings is pathetic and asked if there is anything that can be done to get people to attend meetings. Ms. Rozak said the board sends a meeting recap to all of the local newspapers for publication, mails a quarterly newsletter to all households in the township and posts meeting minutes online in an effort to keep people informed about township business. She added that in her experience she has found when people aren't coming to meetings it usually is because they are satisfied that things are ok.

Special meeting of the Danbury Township Board of Trustees held March 12, 2008 was called to order at 6:30 p.m. by the President Dianne M. Rozak with Ms. Rozak, Mr. David M. Hirt and Mr. John C. Englebeck in attendance.
Purpose of the meeting was to meet with Robert Johnson, Executive Director of the Center for Local Government to discuss the Ohio Capital Asset Financing (CAF) program.
Visitor at the meeting was Ted Kaznoch.
Ms. Rozak explained that the Board is interested in constructing a new maintenance facility and administrative building and would like to know how the CAF program could be utilized to accomplish this.
Mr. Johnson explained the program which is available to all governmental entities throughout the state to be used in financing capital improvement projects. A capital improvement is defined as any project with an expected life of five years or more. The types of things which can be financed range from buildings and equipment, to streets and sidewalks, land and vehicles. He also explained the procedure for making application and encouraged the Board to make application, even with an estimated cost amount, in order to obtain additional information specific to their needs.
