Special meeting of the Danbury Township Board of Trustees held February 27, 2008 was called to order at 6:30 p.m. by the President Dianne M. Rozak with Ms. Rozak, Mr. David M. Hirt and Mr. John C. Englebeck in attendance.
Purpose of the meeting was to meet with representatives of the Lakeside and Marblehead Fire departments and the Village of Marblehead to discuss the current Fire and EMS contracts and payments.
Visitors at the meeting were: Don Caldwell, Michael Uhinck, Doug Waugh, Jacqueline Bird, Roland Stucky and Ted Kaznoch.
Annual reports were submitted from each department.
Contract payment amounts for this year will be $156,000.00 to each department for fire service and $54,500.00 to each department for EMS service.
A brief discussion was held regarding the continuing EMS levy. Roland Stucky stated that FEMA funding is decreasing and it may be necessary to consider an EMS levy in one to two years.
Don Caldwell said Lakeside is in the early stages of securing ideas from local contractors for potential remodel or expansion of Station 1. Doug Waugh reported that Marblehead is also exploring potential changes to their building.
Discussion was held with reference to new fire hydrant installation and that they be equipped with a Storz fitting. Mike Uhinck stated some type of annual replacement program should be instituted to replace older hydrants with Storz and that any new hydrants should be required to have this fitting. Mr. Hirt said he would discuss this issue at the next Ottawa County Township Association meeting in April.

Approve Minutes Minutes of the February 13 regular meeting were approved as submitted.
Correspondence The following correspondence was received: Notice from Time Warner Cable of upcoming channel changes. Notice from the Ohio EPA regarding Port Clinton Bio-Fuels, Inc. permit hearing to be held on February 28. Copy of letters from TMACOG to the Ohio Dept. of Natural Resources in support of Danbury Township's applications for both Recreational Trails and Coastal Management Assistance grants. Information from the US Department of Agricultural regarding application for the Conservation Security Program CSP in the Sandusky River Watershed. Letter of agreement from the Office of Attorney General Mark Dann regarding OPOTA training coordinated by Chief Meisler which is scheduled for May 7 and May 8. Copy of the January report of activity from the Ottawa County Sheriff’s office. Notification that the annual meeting of the District Advisory Council for the Ottawa County District Board of Health will be held March 13. Mr. Hirt will attend. Open Demolition Bids for Todd House Trustees opened bids for demolition of the Todd House on the Meadowbrook property. Bids were received from: John Kosa Excavating in the amount of $10,800 and an additional $400-$600 if there is a septic tank to clean and fill; Vince Gresh Excavating and Welding in the amount of $18,500.00; and Dave Shrock Excavating in the amount of $19,600.00. Action was tabled until the Board learns whether any offers will be received to move the house.
Meadowbrook Master Plan Ms. Rozak announced that the Meadowbrook Master Plan is complete and available for viewing at the Township Hall. The Plan has some minor changes and corrections that need to be made. The Collaborative, Inc. will provide the township with a corrected disk for use in applying for any future grants. Ms. Rozak thanked Jim Dress and his staff for building and installing the wood duck boxes and blue bird and wren houses.
Archaeological Survey Ms. Rozak recommended that the board wait to pursue the recommended Phase 1 archeological survey until such time as the township learns if any of the submitted grants are approved. The Board agreed to table the survey until that time. Community Foundation Grant Ms. Rozak reported the Ottawa County Community Foundation grant is ready to be submitted. The application is in the amount of $1710.00 for two eight-foot park benches and one eight-foot handicapped picnic table. If awarded, the board would arrange for routing on the benches with the words “Ottawa County Community Foundation”. The cost to the township for the routing would be $279. Ohio Capital Asset Financing Program David Conley of the Ohio Capital Asset Financing Program will conduct a presentation at 6:30 p.m. on March 12 regarding this program which is available for the construction of governmental facilities. Ms. Rozak said the presentation, which is open to the public, should last twenty to thirty minutes. The regular business meeting will follow at 7 p.m. Barnes – Leaf Pickup Ms. Rozak stated she would like the Board to consider a leaf pick-up program during the month of April and also during the months of October and November. Barnes could supply thirty-nine gallon bio-degradable bags at a cost of fifty-five cents each. Mr. Englebeck said he will check into the cost of paper bags that the Village of Marblehead uses for their program. Barnes Nursery would pick up the leaves and dispose of them with the township acting only as a transfer station. The Board agreed to try this program and will absorb the cost of bags for residents.
Cemetery Fence Discussion was held regarding installation of fencing along the east and west sides of the cemetery as far back as the first crossover drive. Jim Dress stated ground conditions would prohibit new fencing from being installed prior to cemetery flower planting and it might be July before it could be installed. The Board felt that mid-October would be an appropriate time to do the installation and tabled discussion on this until early September.
Premium Discount Program Plus for Worker’s Comp Mr. Englebeck moved to make application for the BWC Premium Discount Program Plus. Second by Mr. Hirt. Vote: Mr. Englebeck-yes; Mr. Hirt-yes; Ms. Rozak-yes. Motion carried.
Road Tour Rescheduled Due to a conflict in the County Engineer's schedule, the township's annual road tour was changed to March 10 at 8:30 a.m.
Newsletter Review Content of the March newsletter was reviewed and authorized. Ms. Rozak stated it would be mailed by the third week in March.
LED Stop Sign Chief Meisler recommended an LED stop sign be placed at the intersection of Danbury North and Bayshore Roads and suggested the Board consider doing the same at the inter-sections of E. Port Clinton Eastern Road and Church Road as well as E. Port Clinton Eastern and SR 269 South. The County Engineer has requested a letter from the township with a quote for the cost of the LED stop signs. Cost is $1200 per sign. The board will make a decision about whether to purchase any signs after a response is received from the Engineer.
Nuisance Complaints Trustees received complaints from Vincent Kelley, 1457 S. Marblewood Dr. regarding properties at 1591 and 1592 S. Marblewood. Mr. Hirt will research these complaints and report back to the board.
Motion to transfer $300,000 from STAR Ohio investment to checking Ms. Rozak moved to transfer $300,000.00 from STAR Ohio investment to the Marblehead Bank checking account. Second by Mr. Englebeck. Vote: Mr. Englebeck-yes; Mr. Hirt-yes; Ms. Rozak-yes. Motion carried.
Approve Payment of Bills After examining the following bills in the amount of $39,575.19, Mr. Englebeck moved that they be accepted and warrants for the various amounts be drawn. Second by Mr. Hirt. Road Salt Mr. Dress reported that he has received two loads of road salt since the last meeting.
Police Report Police report was submitted listing a total of 344 incidents handled during the month of January.
Zoning Commission Hearing The Zoning Commission will meet March 5, 2008 at 7:00 p.m. in the Township Hall to conduct a hearing on application #012-08 for text amendments regarding accessory buildings.
Zoning Report Zoning report was submitted listing a total of 6 zoning permits issued for the month of February to date.
Comments/Concerns Ted Kaznoch questioned where a new maintenance building might be located and asked if it would be part of the new township administration facility or a free standing structure. Ms. Rozak responded it would be on the township’s property on Bridge Road and the building would be free standing.
John Kosa asked if the township would like approximately 500 ton of quarry rip-rap located on his property at a cost of one or two dollars per ton. Jim Dress will view the rip-rap and determine if the township can use it. Mr. Kosa also suggested we consider a community hall at our new township building. Mr. Hirt stated that option is being researched. Ms. Rozak stated she has contacted the Prosecutor to determine the ORC requirements for a constructing a new township administration facility.
