The regular meeting of the Danbury Township Board of Trustees held January 23, 2008 was called to order by the President, Ms. Dianne M. Rozak with Ms. Rozak, Mr. John C. Englebeck and Mr. David M. Hirt in attendance.
Visitors at the meeting were: Ted Kaznoch, Ann Duez, Larry Fletcher, Jim Dress, Chris Timko-Grate, Loretta Grentzer, Margaret Lenthe, Donna Schoonmaker and Mike Meisler. Approve Minutes Minutes of the January 9 regular meeting were approved as submitted.
Correspondence The following correspondence was received: Copy of letter from the Ottawa County Commissioners to the Ohio Housing Finance Agency in support of the OHFA Home ownership Development Project proposed by Tim Burns of MC Ltd. Construction Services for Wilderness Dr. in Perryview Estates. Request for a donation from the Humane Society of Ottawa County. Trustees will check to see what amount they have contributed in the past and will discuss this at the next regular meeting.
Leaf Collection Following recent requests to allow leaf collection in conjunction with the township’s brush recycling, Ms. Rozak presented information she received from Barnes Nursery. She said the township could act as a transfer station, collecting leaves either loose or in bio-degradable bags which would then be picked up by Barnes and taken to their licensed composting facility. There would be no cost for disposal but there would be a transportation fee of $150 per truck. Trustees agreed this is a service they would like to investigate. Mr. Hirt commented that the Board has been unsuccessful trying to work out an arrangement of this type with Bio-Fill. The Board will discuss this issue again in February to decide whether to offer this service on a trial basis this spring.
2008 Clean-Up Dates Trustees set the weeks of April 14-18; July 21-25; and October 6-10 for the 2008 clean-up weeks.
Annual Road Tour Trustees and Road Supt. will meet with a representative from the County Engineer’s Office for the annual road tour at 8:30 a.m. March 4.
Ohio Historical Society Regarding a recommendation from the Ohio Historical Society that the Meadowbrook project area be surveyed to identify any historic sites, Ms. Rozak advised she has contacted one of the consultants to request a quote for doing this type of work.
Visitor’s Bureau and Hotel/Motel Tax Larry Fletcher, Director and Ann Duez, President of the Ottawa County Visitor’s Bureau were present to discuss the function of the Bureau and the potential for reducing the local share of the Hotel/Motel (Bed) Tax. The Visitor’s Bureau is funded by this tax. Local governments such as townships receive a portion of the tax collected.
Ottawa County Community Foundation Grant Ms. Rozak asked if the Board would be interested in pursuing a grant through the Ottawa County Community Foundation. She said typical projects receive between $1000 and $3000. There will be a grant workshop on January 30 and applications are due March 15. Mr. Englebeck said he thinks it would be nice to be able to use a grant of this type to purchase picnic tables and benches.
Meadowbrook Boardwalk Ms. Rozak reported she has received a quote and material samples from Plas-Teak, a company that makes plastic boards for use in outdoor settings. She said this might be a good product to investigate for constructing the boardwalk at Meadowbrook.
Donation to Drug Task Force Ms. Rozak moved to contribute $2000 to the Ottawa County Drug Task Force with $1000 to be paid from the Drug Enforcement Fund and $1,000 from the General Fund. Second by Mr. Englebeck. Vote: Mr. Englebeck-yes; Mr. Hirt-yes; Ms. Rozak-yes. Motion carried. Donate Copier to Senior Center Mr. Hirt moved to donate the Ricoh Aficio 270 copier to the Danbury Senior Center. Second by Ms. Rozak. Vote: Mr. Englebeck-yes; Mr. Hirt-yes; Ms. Rozak-yes. Motion carried.
Inventory Ms. Rozak moved to approve the 2008 township inventory. Second by Mr. Englebeck. Vote: Mr. Englebeck-yes; Mr. Hirt-yes; Ms. Rozak-yes. Motion carried.
Approve Payment of Bills After examining the following bills in the amount of $20,903.97, Ms. Rozak moved that they be accepted and warrants for the various amounts be drawn. Second by Mr. Hirt. Zoning Report Zoning report was submitted listing a total of 10 permits issued during the month of January to date.
Comments/Concerns Ted Kaznoch wanted to know how much the Fiscal Officer is paid and why it isn’t listed in the minutes. Fiscal Officer Rhonda Botti Sowers explained the pay is set by law based on the budget and provided him a copy of the minutes from the January 9 meeting to show that the pay is listed each month in the minutes. Loretta Grentzer expressed her hope that the Board will provide a contribution to the Humane Society.
Executive Session Ms. Rozak moved to go into executive session at 8:15 p.m. to discuss land acquisition. Second by Mr. Englebeck. Vote: Mr. Englebeck-yes; Mr. Hirt-yes; Ms. Rozak-yes. Motion carried.
Ms. Rozak reconvened the meeting at 9:00 p.m.
Authorize Purchase of Property from Timothy J. Nash Mr. Englebeck moved, pending review and approval by attorney John Coppeler of the purchase agreement language, to authorize Dianne Rozak to sign an agreement to purchase approximately 3 acres from the Timothy J. Nash Revocable Trust in the amount of $8,726.00 per acre. The sale is contingent upon the township’s ability to obtain grant funding. Second by Mr. Hirt. Vote: Mr. Englebeck-yes; Mr. Hirt-yes; Ms. Rozak-yes. Motion carried.
