The regular meeting of the Danbury Township Board of Trustees held October 28, 2009 was called to order by the President, Ms. Dianne M. Rozak with Ms. Rozak, Mr. John C. Englebeck and Mr. David M. Hirt in attendance. Also present were Fiscal Officer Rhonda Botti Sowers, Road Supt. Jim Dress and Police Chief Mike Meisler.
Visitors at the meeting were Devin Thompson, Rita Mahler, Ron Chapman, Donnie McCune, Shay Rickard, Dennis Elias, Caleb Gerber, Seth Bowser, Zach Guba, Jon Elias, Shelley Seamon, Matt Seamon, Curt Laubner, Drew Heberlein, Jeff Tyson and Jack Tyson.
Approve Minutes Minutes of the October 14 regular meeting were approved as submitted.
Correspondence The following correspondence was received: Copy of the Ohio Issues Report published by the Secretary of State's office.
Committee Reports Roads, Buildings and Grounds Mr. Englebeck reported the Phase 2 paving at Meadowbrook will be done soon. He also said the Kiwanis members did a great job during their Make A Difference Day project at Meadowbrook.
Police and Fire Chief Mike Meisler reported 304 incidents handled by his department during the month of October to date.
Safety Ms. Rozak presented draft proposals submitted by Safety Coordinator Deb Biro regarding safe work procedures, a safety suggestion program and employee safety recognition. Following review of the Safety Coordinator's recommendations regarding flu season and the current sick leave policy, the board agreed that any temporary changes to the sick leave policy will be handled on a case by case basis in the event of a flu outbreak
Zoning Zoning Inspector Rhonda Botti Sowers reported 14 permits processed during the month of October to date.
Meadowbrook Shelter House Ms. Rozak stated the board has learned the NatureWorks grant cannot be used for construction of either a stone patio or a covered shelter house at Meadowbrook due to the fact the grant was only authorized for land acquisition not construction.
October 16 Special Meeting Cancelled The special meeting scheduled for noon on Friday, October 16, 2009 was cancelled when Trustees learned it will be some time before ODNR makes a determination on whether excess Land and Water Conservation Grant funds can be used to pave handicapped parking spaces and a path connecting the parking spaces to the paved trail at Meadowbrook.
Approve Supplemental Appropriations Mr. Hirt moved to approve supplemental appropriations as follows: $400.00 from 2081-760-750-0000 (Police Fund, Motor Vehicles) to 2081-210-490-4101 (Police Fund, Uniforms, Chief Meisler); $1,585.81 from 2081-760-750-0000 (Police Fund, Motor Vehicles) to 2081-210-420-0000 (Police Fund, Operating Supplies); and $949.71 from 2081-210-420-1008 (Police Fund, Operating Supplies, Gas) to 2081-210-420-0000 (Police Fund, Operating Supplies). Second by Mr. Englebeck. Vote: Mr. Hirt-yes; Mr. Englebeck-yes; Ms. Rozak-yes. Motion carried. Administrative Complex Update Ms. Rozak reported The Collaborative Inc. has been working to scale back plans for the proposed administrative complex to bring it into line with the township’s revised budget which has been reduced from $3.5 million to $2.6 million. A meeting with The Collaborative will be scheduled as soon as new plans are ready for review.
First Energy Solutions Ms. Rozak presented information she learned about the First Energy Solutions government aggregation program known as Powering Our Communities. The Board will study the information further before making any decisions regarding the program.
Approve November Safety Training Events Mr. Hirt moved to authorize necessary expenses for the November 17 first aid training and November 19 CPR and AED training events and to also authorize overtime pay for afternoon and night shift police officers who attend the trainings. Second by Mr. Englebeck. Vote: Mr. Hirt-yes; Mr. Englebeck-yes; Ms. Rozak-yes. Motion carried.
Marblehead Bank Certificates of Deposit Mrs. Sowers reported the two six month certificates of deposit at the Marblehead Bank will mature on October 30. She advised the Board that the checking account and STAR Ohio interest rates are nearly identical right now and CD rates continue to fall. She recommended the Board cash the CDs when they mature noting the amount will be needed in the next six weeks to meet the semi-annual Fire and EMS contract payments. Mr. Englebeck moved to cash the 6 month certificates of deposit when they mature October 30, 2009 and place the amount in the Marblehead Bank checking account. Second by Ms. Rozak. Vote: Mr. Hirt-yes; Mr. Englebeck-yes; Ms. Rozak-yes. Motion carried.
2010 OTA Meeting Date Danbury Township will host the next quarterly meeting of the Ottawa County Township Association. Trustees set a date of Thursday, January 28 for the event which will be held at Marina del Isle.
Sign Harbor Bay Subdivision Plat Trustees signed plat IV of the Harbor Bay Estates subdivision.
Sign Cemetery Deed Trustees signed a cemetery deed to Neil and Kamille Allen for Lot 118 graves 3 and 4 in the 2nd addition to Sackett Cemetery
Approve Payment of Bills After examining the following bills in the amount of $ 49,578.42, Mr. Englebeck moved that they be accepted and warrants for the various amounts be drawn. Second by Mr. Hirt. Change November Meeting Dates To avoid conflict with Veteran's Day and Thanksgiving the Board changed the dates of their regular November meetings from November 11 to November 10 and from November 25 to November 24.
Comments/Concerns Shay Rickard of Boy Scout Troop 331 asked the Board about the possibility of constructing a sidewalk between Battlefield Park and the Keeper's House on Bayshore Road. Trustees said similar requests have been made in the past. They explained that this area is along a state highway which is not under the township’s jurisdiction. In addition there is insufficient road right-of-way width to construct sidewalks and the cost to acquire additional right-of-way would be extremely expensive if it were even possible to do so. Board members went on to say that previous requests for walking and biking paths in the township led to the development of the trails now being constructed at Meadowbrook. Mrs. Sowers presented an overview of township budgetary information for the scout members who attended the meeting to fulfill requirements for their Citizenship in the Community merit badge.
