The regular meeting of the Danbury Township Board of Trustees held September 26, 2007 was called to order by the President, Ms. Dianne M. Rozak with Ms. Rozak, Mr. John C. Englebeck and Mr. David M. Hirt in attendance.
Visitors at the meeting were: Chris Grate, Tony Novak, Matt Seaman, Jim Dress and Mike Meisler. Approve Minutes Minutes of the September 12 regular meeting were approved as submitted.
Correspondence The following correspondence was received: Schedule of the Ohio Dept. of Transportation LTAP (Local Technical Assistance Program) fall training courses.
Sackett Cemetery Armed Services Memorial Mr. Englebeck reported he does not have information yet as to which memorial stone the local veterans' organizations would prefer. Disposal of Surplus Property Ms. Rozak asked Police Chief Mike Meisler and Road Superintendent Jim Dress if they have their lists of surplus property prepared for the Board's review. Mr. Dress said his list is prepared. Mr. Meisler reported not having started his list and said he does not know when he'll have time to get to it.
Hebert Nuisance Complaint at 371 N. Erie Beach Rd. Ms. Rozak reported that notice was posted on the Hebert property at 371 N. Erie Beach on September 11, 2007. The owner had until September 18, 2007 to correct nuisances on his property. The deadline passed and the work was not done. She submitted a quote from Printy Enterprise in the amount of $1715.00 to remove the crumbling foundation, fill it with soil, seed the filled area, and cut weeds on the lot. With regard to the garage on the property, Ms. Rozak stated this structure was declared a nuisance last year and both the Health Dept. and Building Dept. determined upon inspection that it should be demolished. After razing the house, property owner Larry Hebert advised that he would secure the garage but nothing more has been done. Mr. Hirt moved to proceed with the provisions of Ohio Revised Code Section 505.86 and notify Larry Hebert, the owner of 371 N. Erie Beach Road that he has 30 days to abate the garage nuisance. Second by Mr. Englebeck. Vote: Mr. Hirt-yes; Mr. Englebeck-yes; Ms. Rozak-yes. Motion carried.
Authorize Printy Enterprises to do work at 371 N. Erie Beach Rd. Ms. Rozak moved to accept a quote in the amount of $1,715.00 from Printy Enterprises to remove the crumbling foundation, fill it with soil, seed the filled area, and cut weeds at 371 N. Erie Beach Road. Second by Mr. Hirt. Vote: Mr. Hirt-yes; Mr. Englebeck-yes; Ms. Rozak-yes. Motion carried.
Buck Road Speed Limit Reduction Ms. Rozak reported the Board needs to certify to ODOT that the reduced speed limit signs have been erected in compliance with ODOT standards as the final step to having the reduced speed limits for Buck Road journalized. Road Supt. Jim Dress said the signs have not yet been erected and told the Board he will advise them as soon as the signs are installed to ODOT standards.
Agreement with The Collaborative, Inc. for Park Master Plan The Board received a draft copy of an agreement from The Collaborative, Inc. for providing services to prepare a Park Master Plan for the Meadowbrook Preserve. Trustees will review it and hope to have a final copy ready for acceptance at the next regular board meeting.
Meadowbrook Committee Meeting Ms. Rozak reported the Meadowbrook Committee will meet at 3:30 p.m. October 9 to walk the newly acquired property and will meet at the Township Hall following the site tour.
October Clean-Up Ms. Rozak announced the next township clean-up will be held October 15-19.
Coastal Management Grant Opportunity Ms. Rozak stated deadline for applying for the current round of Coastal Management Grants is mid-November if the Board is interested in applying. She also said she will be attending a grant funding training session conducted by Coastal Management personnel in Sandusky on October 25.
Quote for Paving at Lakepoint Park Supt. Jim Dress submitted a quote from Git-R-Done Asphalt of Port Clinton in the amount of $3,600.00 to pave the approach to the parking area at Lakepoint Park. Trustees asked Mr. Dress to obtain at least two more estimates for comparison before they will make a decision.
Information on HB9/Public Records Act Fiscal Officer Rhonda Botti provided the Board members with information recently received from the Attorney General’s office as well as the Ohio Township Association regarding provisions of HB9, the Public Records Act, which will require the township to adopt a public records policy and also require every elected official, or their designee, to attend three hours of public records training.
Approve Payment of Bills After examining the following bills in the amount of $32,690.31, Mr. Englebeck moved that they be accepted and warrants for the various amounts be drawn. Second by Mr. Hirt. Danbury Twp. Featured in Ohio Township Magazine Trustees received a note of congratulations from State Representative Chris Redfern along with his copy of the most recent issue of the Ohio Township News magazine which featured an article on Danbury Township.
Authorize Additional Expenses for Crack Sealing Supt. Jim Dress reported that additional personnel coupled with use of better equipment has allowed his department to complete more crack sealing than he originally anticipated. He requested authorization of another $3,000 to purchase crack sealing material from DJL Material and Supply. Ms. Rozak moved to authorize an additional $3,000 for the purchase of crack sealing material from DJL Material and Supply, Inc. of Akron, Ohio. Second by Mr. Englebeck. Vote: Mr. Hirt-yes; Mr. Englebeck-yes; Ms. Rozak-yes. Motion carried.
Police Report Police report was submitted showing 405 incidents handled during August.
Zoning Report Zoning report was submitted listing a total of 14 permits issued during the month of September to date.
Comments/Concerns Tony Novak was present to make his annual request for a street light at the intersection of Crabtree and Channel Grove Road. A brief discussion followed on the township's street lighting program and the terms of the street lighting contract. Mr. Hirt will view the area as well as several others in the township and make a recommendation to the Board regarding possible locations for additional street lights. There being no further business, the meeting was adjourned at 7:31 p.m.
