President Charles B. Scott called the February 21, 2012 regular meeting to order at 7:00 p.m., with Mr. Scott, Mr. David M. Hirt and Ms. Dianne M. Rozak in attendance. Also, present Fiscal Officer Shelley Seamon, Police Chief Mike Meisler, Road Superintendent Brett Waldron and Zoning Inspector Kathryn A. Dale.

Visitors attending were, Rita Mahler, Carol Robertson, Riney Robertson, Lisa Bruno, Loretta Grentzer, and Peter Corrado.

Approve Minutes
The minutes of the Regular Meeting held February 8, 2012 as well as the minutes of the Executive and Work Sessions held February 13, 2012 were approved as submitted.

Correspondence
The Township received the following correspondence:

Director Todd Bickley of the Ottawa County Regional Planning Commission sent notification that the first hearing for the 2012 Community Development Block Grant Program (CDBG) will be held March 6, 2012 at 2:00 p.m. in the Ottawa County Courthouse Assembly Room, 315 Madison Street, Port Clinton, Ohio 43440.

The Ottawa County Board of Elections sent notification regarding the polling location and setup for the Primary Election to be held on Tuesday, March 6, 2012.

Congressional representative, Marcy Kaptur sent information regarding potential grant opportunities, which are provided through the U.S. Federal Emergency Manageagment Agency (FEMA) to support local fire departments. Mr. Scott reported that the Police Department also received information regarding potential grant opportunities to support local police departments as well.

Taser Instructor Training
The Danbury Township Police Department will host Taser Instructor Training on Tuesday April 24 and Wednesday April 25, 2012 from 8:00 a.m. to 5:00 p.m. in the Fountain Inn, Agiler Room in Lakeside, Ohio. Patrol Officer Joshua Young will conduct the training.

Roads, Buildings, Grounds
Road Superintendent Brett Waldron reported that two maintenance employees attended the OTA Convention Trade Show in Columbus, Ohio February 9, 2012.
Snow removal occurred twice and at the request of ODOT, the flashing “cross traffic does not stop” signs at the intersection of Port Clinton Eastern Road and SR-269 were removed.
The staff was currently working on providing additional parking at Lake Point Park and dike work was performed at Meadowbrook.
Mr. Waldron explained that Sackett Cemetery has an address of 7724 E. Harbor Road, Marblehead, Ohio.
Annual Road Tour
Mr. Waldron reported that the date for the Annual Road Tour with County Engineer David Brunkhorst was yet to be determined.

Observation Deck – Meadowbrook Marsh
Mr. Scott explained why the gaps are occurring at the observation deck and said after consulting with Engineer Milton Pomeranz of BEC Associates, it was determined that removing the existing decking and staggering the joints would minimize the expansion and contraction of the lumber.
Mr. Scott reported two contractors had viewed the deck and would be providing labor only quotes and the Township would provide the materials.

Electrical Upgrade
Mr. Waldron reported that one contractor withdrew from the process to provide a quote to reduce five electrical meters to two at 419 S. Bridge Road for the road and police departments. Quotes received were $1,248.00 from Starcher Enterprises and $1,870.00 from Bell Heating & Electric. The purpose for combing the meters was to reduce the per meter charge that the road and police departments were incurring because of having five meters.
After reviewing and discussing the quotes, Mr. Scott moved to accept the quote from Starcher Enterprises, LLC in the amount of $1,248.00 for the electrical upgrade at the 419 S. Bridge Road property. Ms. Rozak seconded the motion. The vote was unanimous. Motion carried.






Police
Police Chief Mike Meisler submitted a reported that listed the Danbury Township Police Department handled 229 incidents to date in February.
Mr. Hirt reiterated the incidents most frequently handled were, 21-Supplemental Reports 24- Assist other Danbury Unit, 10-Assist Marblehead Ambulance, 10- Assist Lakeside Ambulance, 12, Verbal Traffic Warnings, and 17-Suspicious Persons/Vehicle.

Cruiser Purchase
Chief Mike Meisler presented the Trustees with a quote from Statewide Ford Lincoln Mercury to purchase a 2013 Ford Sedan Police Interceptor at a cost of $22,395.00. Chief Meisler explained that Port Clinton Ford was contacted also and they elected not to submit a quote.
Chief Meisler also explained that with the Interceptor, the cage and consol would be replaced; the estimated cost for equipping the vehicle was about $3,000.00 as well as the cost to detail the vehicle.
Chief Meisler said a 2008 Crown Vic with 100,972 miles was being replaced and Al Matarese of Statewide Ford Lincoln Mercury had offered $1,800.00 for it sight unseen. Chief Meisler reported that no decision was made as to whether or not the 2008 Crown Vic would be traded.
A brief discussion regarding the purchase resulted as such: Mr. Hirt moved to purchase a 2013 Ford Sedan Police Interceptor for the Police Department from Statewide Ford Lincoln Mercury, in Van Wert, Ohio at a cost of $22,395.00; plus outfitting. Ms. Rozak seconded the motion. The vote was unanimous. Motion carried.
Fire
Mr. Hirt reported that during the month of January the LVFD handled18- EMS, 2-Fire, 1-Motor Vehicle Crash, 1-Alarm and 2- Public Service Calls and the MVFD handled 5-Fire, 30-EMS, and 9-Mutual Aid Calls.
Joint Fire District
Mr. Hirt reported the agreement for the feasibility study was signed by all participating entities. Mr. Hirt also reported that the application for the grant was being processed.

Safety
Ms. Rozak reported that she attended the Ottawa County Safety Council Meeting held February 15, 2012 and the topic of discussion was “Conflict Resolution”.

Alternate Zoning Commission Appointment
Mr. Scott moved to appointment Dale A. Sennich aka Alan Sennich to the unexpired term ending December 31, 2012, for the Zoning Commission. Ms. Rozak seconded the motion. The vote was unanimous. Motion carried.

Zoning
Zoning Inspector Kathryn Dale reported that to date in February four permit applications were processed and fees collected totaled $110.72. Ms. Dale also reported that a complaint was called in regarding the installation of a fence, and another inspection is scheduled to locate the property pins.

Seneca Trail Complaint Update
Ms. Dale reported that photos were provided to the Trustees of the property located on Seneca Trail (Lots 136 & 137). Ms Dale said that after viewing the property there were no direct zoning concerns; it was a nuisance abatement issue. Mr. Scott reported that the Board of Health had been contacted about the condition of the property.


Board of Zoning Appeals
The Board of Zoning Appeals met February 15, 2012 and discussed their by-laws. Their next regular meeting will be held Wednesday March 21, 2012. To date no hearings are scheduled.

Zoning Commission
The Zoning Commission will meet on Wednesday March 7, 2012, to date no hearing are scheduled.
Zoning Updates
Ms. Dale reported that both Boards had reviewed, commented, and accepted their by-laws. Ms. Dale provided copies of the by-laws to the Trustees and asked that they be reviewed prior to formal adoption. Ms. Dale complimented the members of both boards for the exceptional job they did.
Ms. Dale provided an update regarding the ClearZoning Contract and advised that Jeff Stopar of Eastman and Smith was assisting to resolve the matter.

Ms. Dale reported that she continued to work with the Webmaster and other options were being explored.
Business Coordinator Activities
Ms. Dale provided the Trustees with an update of the meetings and business she attended or assisted during the month of February.
Fiscal Report
Fiscal Officer Shelley Seamon provided the Trustees and Department Heads with financial reports as of February 8, 2012.
Mrs. Seamon spoke about the current property taxes the Township was paying and noted that the properties should be exempted which would save the Township about $6,900.00 per year because special assessment must be paid regardless.

Committee reports concluded at 7:40 p.m. and Mr. Scott dismissed the department heads.






Drug Task Force
Mrs. Seamon clarified that the “population tax base” for Danbury Township was 4,264 and that the staff at the Prosecutors Office verified that the population tax base is obtained from Regional Planning. Mrs. Seamon provided the Trustees with the breakdown of last year’s payment to the Drug Task Force and asked that she review balances before the Trustees approved the donation. The Trustees agreed and Mrs. Seamon will provide a recommendation as to distributing the $3,250.00 donation amongst, the General, Police and Drug funds.

Keeper’s House Liaison
Mr. Scott expressed interest in continuing as the liaison for the Keeper’s House. The Trustees agreed Mr. Scott would continue.

Dog Park Sign
Mrs. Seamon requested clarification as to whether or not the installation of the dog park sign would interfere with the installation of drainage. Mr. Scott clarified that it would not. Mrs. Seamon informed the Trustees that the Township had not received the donation check previously discussed; Ms. Rozak said the funds were still being raised.

Liquor Permit Transfer
The Trustees did not request a hearing regarding the transfer of a C2X liquor permit from Donald L. & Marcia G. Mitchell DBA Hi Way Bait to Wishin Fishin LLC DBA Hi Way Bait located at 7012 E. Harbor Road, Marblehead, Ohio.

West Publishing Agreement
A brief discussion regarding the printing costs for the Ohio Revised Code, the Ohio Planning and Zoning Law, Zoning Bulletins, and the Local Government Law for Townships updates occurred. Presently each subscription is paid for individually either on a monthly or annual basis.
As printing costs continue to rise, Mr. Scott moved to enter into the 24-month agreement with West Publishing for the purposes of receiving updates for the above-mentioned subscriptions, as per the terms and conditions of the contract. Ms. Rozak seconded the motion. The vote was unanimous. Motion carried.
Anthem Life Insurance Renewal
As the Township received notification the rates for life insurance coverage will remain the same as last year, Mr. Hirt moved to continue to contract with Anthem Life to provide life insurance coverage for the employees and public officials. Ms. Rozak seconded the motion. The vote was unanimous. Motion carried.
Comments & Concerns
Lisa Bruno asked questions regarding the observation deck, cost of changes to the website, the topic of the January Safety Council Meeting, the Drug Task Force donation and commented about the Township property taxes.

Loretta Grentzer commented about the zoning by-laws.

There being no further business, Ms. Rozak moved to adjourn at 8: 10 p.m. Mr. Hirt seconded the motion. The vote was unanimous. Motion carried.


President Charles B. Scott called the February 21, 2012 special meeting to order at 6:30 p.m., with Mr. Scott, Mr. David M. Hirt and Ms. Dianne M. Rozak in attendance. Also, present Fiscal Officer Shelley Seamon and Zoning Inspector Kathryn A. Dale.

Visitors did not attend.

The purpose of the meeting was to discuss the 2012 budget.

Budget discussion lasted for one-half hour, which focused on the General and Cemetery Funds because of potential property acquisitions and Mrs. Seamon’s concern with the Cemetery Fund if property and software are purchased within the same year.

No action was taken as a result of discussion.

There being no further business, Mr. Scott moved to adjourn at 7:00 p.m. Mr. Hirt seconded the motion. The vote was unanimous. Motion carried.
