The regular meeting of the Danbury Township Board of Trustees held August 13, 2008 was called to order by the President, Ms. Dianne M. Rozak with Ms. Rozak, Mr. David M. Hirt and Mr. John C. Englebeck in attendance.
Visitors at the meeting were: Tony Novak, Michael Meisler, Jim Dress, Matt Seamon, Nancy Kristensen, Henry Kihlken, Ann Kihlken, Mary Barclay and Sarah Weber.
Approve Minutes Minutes of the July 23, 2008 regular meeting were approved as submitted.
Correspondence The following correspondence was received: Notice from Time Warner Cable of pricing changes for service charges which will go into effect after August 28. A thank you note from Earl Mencel to the Board for providing water at Sackett Cemetery to be used for watering flowers at grave sites. Copy of a letter from Lois and John Kramer to the police department commending Patrolman Josh Young for the assistance he recently provided them.
LTAP Seminar The Board received notification that ODOT will be able to provide an LTAP trainer to conduct a Snow and Ice Control Seminar on September 11, 2008 from 8:30 a.m. to 3:30 p.m.
OSS Solid Waste District Grant Ms. Rozak reported recently learning that the township’s grant application to the OSS Joint Solid Waste District was not approved for funding. She reminded the Board that if approved this grant would have been used to purchase an identification sign for Meadow-brook. Base on a quote obtained from Plastic Lumber Co. in April cost of that sign plus shipping was $4,375.50. This sign would match signs purchased for other township properties last year. Mr. Hirt moved to proceed with the purchase of an identification sign for Meadowbrook from Plastic Lumber Co. at a cost not to exceed $4800.00. Second by Mr. Englebeck. Vote: Mr. Englebeck-yes; Mr. Hirt-yes; Ms. Rozak-yes. Motion carried.
LED Stop Sign The LED stop sign which was recently erected at the intersection of Danbury North and Bayshore Road was destroyed during an auto accident August 3. A claim will be filed with the driver’s insurance company for reimbursement. Brief discussion was held on replacing it with a different style of lighted stop sign.
Wildlife Crossing Sign Jim Dress reported he has received signs to be located at Meadowbrook warning motorists to watch for wildlife crossing but added the signs have a picture of an adult and baby ducks on them. Trustees asked him to find out if wildlife crossing signs are available as opposed to duck crossing signs.
Nuisance Complaints Trustees received nuisance complaints from Guy Tibbels, 172 N. Elizabeth Dr. and Jacquelyn Grosswiler, 190 N. Elizabeth Dr. regarding property owned by Steve Fehrmann at 180 N. Elizabeth Dr. Mr. Hirt and Ms. Rozak agreed to investigate the complaint.
Cemetery Deed Trustees signed a cemetery deed to Caroline Cox for Lot 139, graves 6,7 and 8 in the second addition to Sackett Cemetery.
July Financial Report Mr. Hirt moved to approve the July financial report. Second by Ms. Rozak. Vote: Mr. Englebeck-yes; Mr. Hirt-yes; Ms. Rozak-yes. Motion carried. Approve Payment of Bills After examining the following bills in the amount of $47,055.55, Mr. Englebeck moved that they be accepted and warrants for the various amounts be drawn. Second by Mr. Hirt. Approve Payment to Bill's Implement Ms. Rozak moved to approve payment of check no. 32972 to Bill's Implement in the amount of $218.54 for miscellaneous supplies. Second by Mr. Englebeck. Vote: Mr. Englebeck-yes; Ms. Rozak-yes. Motion carried. Mr. Hirt abstained.
Approve Payment to Luckey Farmers Mr. Hirt moved to approve payment of check no. 32973 to Luckey Farmers, Inc. in the amount of $3,861.56 for gas. Second by Ms. Rozak. Vote: Mr. Hirt-yes; Ms. Rozak-yes. Motion carried. Mr. Englebeck abstained.
Share the Road Signs Mr. Englebeck commented that he has observed a number of people bicycling and asked that the Board consider locating “Share the Road” signs, such as those installed on North Shore Blvd., along other township roads.
Announcements The Ohio Dept. of Natural Resources will conduct a public meeting at the Township Hall on August 21 to receive input to be used in the creation of a master development plan for the Marblehead Lighthouse state park.
Ms. Rozak reported she will be using the shelter house at Lakepoint Park September 7 to host an event for a county commission candidate but wanted to make it clear this is something she is doing on her own and is not a township sponsored event.
Police Report Police report was submitted listing 510 incidents handled during the month of July. Zoning Report Zoning reports were submitted listing a total of 26 permits issued during the month of July and 9 permits for the month of August to date.
BZA Hearings The Board of Zoning Appeals will hold hearings August 20, 2008 on the following applications:
#107-08 by Scott and Lorraine Halblaub requesting a conditional use for a home occupation to operate a sign making business at 9935 E. Bayshore Rd. in the “R-3” High Density Residential district.
#111-08 by Richard and Karen Olsen requesting an area variance to allow a front yard setback of 16 feet from the water’s edge for the purpose of constructing a deck at 2152 S. Sauger in the “R-3” High Density Residential district. The minimum required setback is 25 feet.
#115-08 by Shirley Pryor requesting an area variance to allow a front yard setback of 8 ft. as well as allow the expansion of an existing non-conforming structure in excess of 20% of the floor area contained in the original building at the time zoning was adopted for the purpose of constructing a second story addition at 2128 Bayview Dr. in the “R-C” Recreational-Commercial district. The minimum required setback is 20 feet.
#118-08 by Steven S. Burroughs, HRS LLC requesting an area variance to allow a height of 24 ft. 6 in. for the purpose of constructing a mini-warehouse building at 5460 E. Port Clinton Eastern Road in the “C-2” General Commercial district. The maximum height allowed is 20 feet.
Comments/Concerns Nancy Kristensen asked when a new police station will be constructed. Ms. Rozak explained the Board has been authorized for funding but added the project for a new administrative complex, which includes a police station and maintenance facility, is still in the planning stage. There being no further business the meeting was adjourned at: 7:27 p.m.
